Editor's Notebook: East Haven Town Assessor News

A roundup of important news and information items from the East Haven Town Assessor's Office.

The following information has been provided by the office of East Haven Town Assessor Michael J. Milici.

Personal Property Declaration

Business and other owners of tangible personal property, pursuant to CGS 12-40 are required to file a Personal Property Declaration with the assessor by Nov. 1, 2012.

Companies that fail to declare by Nov. 1, 2012 are subject to an estimated assessment and a 25 percent penalty.

This does not include registered motor vehicles, airplanes and boats.

Personal property declaration forms can be obtained at the Assessor's Office, 250 Main Street, East Haven, CT 06512 or by calling 203-468-3233.

Change of Address for DMV

Any person with a registered motor vehicle must notify the DMV within 48 hours of any change of address in accordance with C.G.S. Sec. 14-17a.

Motor vehicles registered out of state must be registered within 60 days of residency in the state of Connecticut, according to CGS 14-12a.

Residents who fail to register their vehicles are subject to an estimate of tax.  If you are a resident of another state, your vehicle should not be garaged in the with out of state registration.

The Assessor's Office will report violators to the and the state Department of Motor Vehicles.

Exemptions for specially equipped vehicles for the use or transportation of a handicapped individual or antique vehicles must annually submit an application to the Assessor for examination by Dec. 31.

Filing Proof of Disability

Totally disabled residents must file with the assessor proof of disability by Oct. 1, 2012.

Farm & Forest Property Owners

Farmers must file Personal Property exemption application to the assessor before Nov. 1 annually.

Farm and forest property owners applying for assessment relief under provisions of CGS 12-107 must make application to the East Haven Assessor between Sept. 1, 2012 to Nov. 1, 2012 for the Oct. 1, 2012 Grand List.

Construction Permits

Property owners who have not obtained permits for new construction, improvements and alterations exceeding $100 in value, or structures razed or removed between Oct. 1, 2011 and Oct. 1, 2012 are required to report said activity to the Assessor in the month of October.

Assessment Appeals

Board of Assessment Appeals Applications to must be submitted by Aug. 20, 2012.  The meeting will be held on Monday, September 17, 2012 in the Assessor’s Office.

Appeals for real estate assessments must be submitted between Feb. 1, 2013 and Feb. 20, 2013. Meetings are held in March.

Richard, the Mayor kicked the CEO of the company that had the contract out of his office less than aRead More month after he won the election. The contract was with the town not the BOE. And if you think the only thing to check is if the panels are dirty, then it isn't worth answering you. A large investment of tax dollars was made and it is paying off with lower electric bills. The systems delivering these savings need to be checked, that is why people who were smart enough to sign a maintenance agreement did just that. Ask the BOE how the chiller replacement is going at the High School; due to lack of maintenance they lost two chillers that should have lasted at least 10 to 15 more years. Penny wise and dollar foolish is what this is all about, not the election year, but what else could we expect from you Richard. You have become the cheer leader of the administration.

Every Morning in that same area of Chidsey,Read More Thompson, Prospect. etc, Cars, Trucks etc. Blast thru the Stop Signs and continue on their merry way. I'd worry about the kids walking to the bus stops and school being run down by these careless drivers... EVERY DAY I SEE IT !!!! I wish the Police Department would put an unmarked car in the area.. The Town of East Haven would be rich from ALL the Fines !!!!!

Anne, go to town clerks office and get a copy of Town Codes, Article ll, Section 12-16 and 12-17.Read More Section 12-17 defines an abandoned M/V as any M/V which is "inoperatable", or unregistered and is left in one location for a continuous period of more than 24 hours. Then call the Chiefs office and hit him with that. If nothing happens go to next Town Council meeting and during general public comments ask WHY nothing is done when complaint is made. Good luck.
