Police: East Haven Man Arrested for Sexually Assaulting 13-Year-Old Girl

And East Haven Police investigators believe there may be additional victims.

A 23-year-old East Haven man has been arrested by police for allegedly sexually assaulting a 13-year-old girl — and investigators believe there may be other victims.

Joseph Hutchinson was arrested on Feb. 16 and charged with first-degree sexual assault and risk of injury to a minor. 

"Family members of the victim reported that their 13-year-old daughter was sexually assault by Hutchinson the day prior to his arrest," East Haven Police Lt. David Emerman stated in a press release.

Officers secured an arrest warrant and located Hutchinson on Sunday and arrested him without incident, Emerman said.

Active Arrest Warrants

In addition to the sexual assault investigation, at the time of his arrest Hutchinson also had three active arrest warrants for violation of probation. 

He was held on bonds totaling $275,000 and will be arraigned in court today, Feb. 18. 

'Additional Victims'

"Through officer’s investigations, it is believed that there may be possible additional victims," Emerman stated.

This pervert deserves to be prosecuted to the full of extent of the law,I can only pray that the child in question gets the counseling and any other medical services she may need to help her recover from the damage this scumbag did her. Thank God the child was found in time and alive.

What about due process? Who knows what the real story is..let the court figure it out before u persecute him. I've known him since he was abandoned by his parents around 12 yo..he's been wandering around Short Beach Rd for years..always polite, always respectful. .lets see what the court says before u all lynch him..I have kids to and I understand everyone's concern..I have a feeling this is probably more of a statutory rape type of thing..this kid has always had girls chasing him..I have a feeling there's much more to this story

As for Mr. Hoff or anyone who wants to make a comment that is fine as well as their opinion, keep the politics out of of it. It has nothing to do with it. We should all realize there are children that have been injured here and that's what everyone should be concerned with. People go way over the top and just don't know when to end it.

Oh you too McCann? This guy? Politics has nothing to do with it. The presumption of guilt is sickening by people who preach the about inncocent until proven guilty. McCann is still defending cops found GUILTY by a jury. This guy hasn't even seen a trial yet and he's already presumed guilty...

I'm sorry, Stephanie, I've known him for years also and know he has had it tough but I also know of other issues that were not so pretty, but even if it was statutory, does that make it any better? If a "child" is chasing an adult and the adult accepts what the "child" has to offer, it's still wrong, that is exactly why we have statutory rape laws. I am not standing on either side of this issue, because there definitely isn't enough information to judge, but geez? I do feel Joe definitely needs mental health help and so, now does the alleged victim.

As for my defense of the East Haven PD....Were you in the court room? Did you see the deals that were made by the DOJ to give citizenship to those who testified against the cops? Are you also aware that the Judge was the same judge that had the US Supreme Court overturn his verdict in the Malik Jones case? So please don't question why I still defend our Police. Until an appeal is granted and heard I will stand by them. Now for this topic please leave me out of it. Thank you...

Plenty of 13 yo sluts running around short beach rd..Daisey Dukes on and joints in hand..get caught by a parent and cry rape and ruin a young man's life. Stephanie, I don't care if these girls are walking around naked, it doesn't give someone the right to lay a hand on them, period. I don't care if she "threw" herself at him, he is an adult, and should know better. However, innocent until proven guilty and the truth always comes out.

Maybe now, just maybe, if his probation officer, knowing this person was in violation of conditions of release from the past arrests and was the person who submitted the arrest warrants for such violations of probation, went out and found him, he just have have been in jail instead of committing this horrible act to this child. But thats OK, the probation officers are just overworked, far too many "clients" and don't have the time to actually do their job. Just leave finding them up to police departments on a chance they may encounter them someplace.

Situations like this is why we as parents need to know what our children are doing & who they spend their time with! Definitely agree the 13 yo I see walking around don't look like their 13, but I blame the parents! Take control of how your children dress, and conduct themselves in public....they are a representative of you. By no means am I blaming the victim in this case, just making a point.

Again, what does your clothing have to with being raped? Trust me, I would want my 13 year old to be dressed appropriately, but the clothing is not the issue. Beliefs like these are the reason most victims don't come forward and the reasons, that when they do, they are extremely reluctant to testify in court. I would like to know if any of you ever snuck out of the house hiding a skirt your parents would have thought was too short. Maybe not at 13, but most have us have done it.

Kristy, I know clothing is not the issue here...but it's a stepping stone! While I also agree at some point in our lives MOST of us have probably snuck and worn something our parents disapproved of, the FACT remains that parents now are ALLOWING their daughters to dress way too scantily & are trying to be their friend instead of parent! WE don't know what really happened in this case yet, both lives forever changed. BUT I do know this is the parents of the girl are claiming RAPE and it was consensual you will never read about it!!! Bottom line...girls lie about their age, and I may not know the full story her

I had the misfortune of dealing with this predator first hand and if we hadn't acted as quickly as we did he would have assaulted 2 girls in 2 days. This man is sick and needs help but he also needs to be locked up safely away from young girls. There are some severely sick and twisted men in this town and parents need to be aware of their children's Internet usage and who they are " hanging out " with before its too late! So If you had any questions as to the validity of the accusations ,Mr. Hutchinson is 100% guilty and I can assure you it does not matter what your daughter is wearing, nor does that give these sick perverse men a right to violate and ruin the lives of any young girl! Please pay close attention to your daughters, this man is not the only predator in this town there are far more than you could ever imagine. At least the police have taken care of this one as well as another 23 year old pervert who was recently convicted of his crimes and he will be sentenced on the 25 of this month and be behind bars where he belongs!
