The NHR stated that the Chief was furious about high numbers of departing police officers. I only met the Chief once but he didn't seem like a guy who was subject to fits of fury. In my experience people leave jobs for two reasons: pay or conditions. Assuming the pay is similar among towns, it must be working conditions. My guess, its that consent decree that has everyone under constant review and scrutiny, endless paperwork and retraining. Gives each officer a sense that he/shes on their own without support. Have you ever attended sensitivity training? Tedious and insulting.
