East Haven Police Nab 'Reckless' ATV Driver

The 19-year-old was operating the ATV in such a reckless manner on East Haven High School grounds Friday — several attendees at events there ran from the roadway to avoid being struck, according to police.

The following is a press release from the East Haven Police Department.

At about 5:20 p.m. on May 9, 2014, Officer Brockett was on patrol at East Haven High School near the track fields when an ATV being operated on the roadway approached with a loud muffler.

Officer Brockett observed that the ATV was being operated by a male who he immediately recognized as Nicholas Arcand (DOB 10/01/1995).

Arcand was attempting to conceal his face with a piece of clothing. Upon seeing Officer Brockett, Arcand fled towards the west end of the school.

Arcand was operating the ATV in such a reckless manner that several attendees at the events ran from the roadway to avoid being struck by the ATV.  

Arcand then left the school area, entered Foxon Road (Route 80) and began traveling eastbound on Foxon Road passing several cars on the right at a high rate of speed and entered North Branford.  

A short time later, officers located Arcand at his residence and placed him under arrest. Arcand initially was untruthful regarding the incident and denied having the quad or being involved.

It was later determined that he had hid his ATV in the rear yard of his residence.

Arcand later showed officers where the ATV was hidden in the yard and admitted to operating the ATV on public roadways.

The ATV was a 2005 Yamaha Raptor quad, color black with blue rims. The ATV was seized by police.  

Arcand was charged with Reckless Endangerment in the Second Degree, Reckless Driving, Operating with a Suspended Operator’s License, and Operating an Unregistered Motor Vehicle. 

Arcand was released on a $1,500.00 bond and has a court date of May 21, 2014 at New Haven Superior Court located at 121 Elm Street, New Haven, CT.
