Assault & Strangulation: East Haven Police Arrests
The following arrest information is supplied by the East Haven Police Department. It does not indicate a conviction.
September 5
Katherine Phelps, 49, of Mill Street in East Haven was arrested and charged with criminal mischief in the third degree and breach of peace in the second degree. The arresting officer was Robert Brockett.
Richard Jones, 25, of Coe Avenue in East Haven was arrested and charged with disorderly conduct. The arresting officer was David Torello.

Police arrested Theodore Gagnon, 20, of Hillside Avenue in Branford with charges of injury/risk of injury/impairing morals, threatening in the second degree and sexual assault in the first degree. The arresting officer was Justin Brochu.
Edward Villecco, 44, of Medallion Place in East Haven was arrested and charged with disorderly conduct. The arresting officer was David Olson. He was also arrested for criminal violation of a protective order. The arresting officer for that charge was Kershen Bissette.

Jennifer Smith, 29, of Foxon Boulevard in East Haven was arrested and charged with disorderly conduct. The arresting officer was David Olson.
September 4
Kevin Minckler, 57, of Henry Street in East Haven was arrested and charged with disorderly conduct, interference with an emergency call, assault in the third degree, strangulation in the third degree and unlawful restraint in the first degree. The arresting officer was Edmund Vecellio.
