WHY IS GARBAGE ALL OVER OUR TOWN ?

I'm driving down Short Beach Rd. this morning on my way home from dropping off my Mom at Church... The car in front of me, a Red Toyota Camry.. throws his garbage out the window.... I follow the car (I'm pissed off) down Clark Ave .... He gets out of his car and I say " Why R U throwing your shit out your window.... " at this point this punk is in shock and tells me he didn't do it ... I call the Cops ... give them the plate number, a description of the car and the house he went into.... I haven't heard back from the police... maybe they were afraid to do anything because the guy is a latino ???
