When dogs do their business

I would like to know why people that walk their dogs that when they do their  business the owners do not pick it up. I take my dog out for a walk. Down  Cosey Beach Ave and Bradford Ave  all you see is what the dogs leave. I make sure that if my dog does his business I pick it up. So for those that don't pick up the dogs business shame on you
