What's Wrong W/ This Picture

We all know the Federal Government is disfunctional. It's has become a war of words and ego's.  Every one of them should be thrown out at the next election. 

As we all know the federal government is in "shut-down" over funding the business of the country.  Some 800,000 federal workers have been laid off due to this disfunctional running of the government. But the real funny part is these 800,000 workers currently not getting paid, will be getting back pay for time out of work.  Congress approved such pay with a 407 - 0 vote and the Senate is expected to pass the bill as well today.

My questions is if we are to pay these 800,000 workers all the back pay owed then why are they laid off?  Why aren't they back to work now if they are to get all the pay due?   The Pentagon laid off thousends but were all brought back due to government needs.  So why were they even laid off in the beggining?
