East Haven Police Promote Five to Sergeant, Lieutenant and Captain
The department also offered conditional employment to a bilingual sergeant from the New Haven Police Department.
Soon after , the Police Department Wednesday promoted five officers to sergeant, lieutenant and captain ranks.
The New Haven Register reported that one of the new sergeants, Joseph Murgo, is the first non-white promoted above the rank of officer in the department’s history.
Officers David Emmerman and Joseph Mulhern were also promoted to sergeant, Sgt. Frank Montagna was promoted to lieutenant, and Lt. Joseph Slane was promoted to captain.

The Register also said Sgt. Eduardo Diaz, of the New Haven Police Department, was offered conditional employment. He is of Latino descent and bilingual.
Four East Haven officers are on administrative leave since they were arrested by the FBI in January for harassing Latinos in town, and several detectives and upper echelon officers recently retired.
