East Haven Residents Demand Answers on Cosey Beach Parking Woes

Side streets are often clogged with out-of-towners.

Cosey Beach area residents are demanding action over side streets leading to the beach being filled with out-of-towners, the New Haven Register reports. 

A public forum was held on the parking woes at Cosey Beach Thursday night and about 30 residents attended, Evan Lips reports. 

According to Evan, Cosey Beach is one of the only beaches on the shoreline that doesn’t charge for out-of-town parking or require a proof of residency. 

Police Department officials were present, but the solutions are not easy to come up with, the Register reports.

Mark, I actually believe there is a law that prohibits that. Towns cannot ban non-residents from entering beaches. They can however, control who parks where. This came up in other towns in the past.

In other towns you have to pay if you are not a resident.lighthouse beach is expensive so more people come to east haven because of free parking.

It should be pay to park for non residence and issue residence stickers to the residence in the area to park on city roads. Again, however good luck with enforcement.

I thought we did need beach stickers? Isn't that why there are attendants at the parking lots? I get a sticker with my tax bill every year . Did that change? When?

The court case is Leydon v. Greenwich (ct supreme court 2001) and it is a basic first amendment case - we can't restrict assess to the beach because a large class of people would not have the right to speak freely at the beach location (especially If we take any fed funding for parks and rec, etc) greenwich gets around it by charging like $99 for a summer long beach pass if paid in jan and Feb at town hall one day a week or paid with tax bill... and $40 a day if sold in the summer at the beach (and $10 a day if sold at town hall - still during restricted times each day/week) East haven could easily implement a local resident on street parking pass available at town hall for reduced rate and the parking lot at the beach, ball field, elementary school and water park all be restricted to sales during the winter and midweek for discount and high daily summer rate to park - especially on weekends and holiday. It can be hard to get, just not impossible. Pretty much the same at the jersey shore (beach badges worn on person are cheap for the season sold in winter and higher for one week (short term rental) and even more expensive for one day access (day tripper)
