Report: East Haven Signs Police Reform Agreement with Feds

East Haven town officials Thursday signed the settlement agreement with the U.S. Department of Justice that will lead to a series of reform measures for the town's police department, according to a New Haven Register report.

The agreement, once signed by all parties and ratified in court, will lead to federal oversight of the East Haven Police.

Last December, following a lengthy investigation, the justice department released a letter of findings that reported investigators had found the department had violated the civil rights of Latino residents and others.

A few weeks later, four East Haven Police officers were indicted by a federal grand jury for engaging in alleged civil rights abuses. Since then, two of the officers arrested — Sgt. John Miller and Officer Jason Zullo — have changed their initial "not guilty" pleas to the charges "guilty."

Officers Dennis Spaulding and David Cari were also among the four arrested early this year. They have not changed their initial "not guilty" pleas. Both are now awaiting trial.

Federal authorities have said the investigation into the department remains open and ongoing.
