Gov. Calls ‘Taco’ Comments Repugnant, Mayor Apologizes

Four East Haven police officers were indicted on Tuesday for illegally targeting the Latino community, prompting Mayor Joseph Maturo to voice his support of the embattled officers. When asked by a New York City-based WPIX reporter what he’s doing to support Latinos, the Republican mayor said, “I might have tacos when I go home.”
The remark set off controversy and a strong rebuke from Gov. Dannel Malloy, a Democrat. In a statement, the governor said:
The comments by East Haven Mayor Joseph Maturo are repugnant. They represent either a horrible lack of judgment or worse, an underlying insensitivity to our Latino community that is unacceptable. Being tired is no excuse. He owes an apology to the community, and more importantly, he needs to show what he’s going to do to repair the damage he’s done. And he needs to do it today.
Maturo, who was a former five-term mayor before being elected again in November, apologized for the comment later on Wednesday.
My sincerest apologies go out to the East Haven community and, in particular, the Latino community for the insensitive and off-collar comment that I made to WPIX reporter Mario Diaz yesterday regarding the recent events affecting our community and our police department. Unfortunately, I let the stress of the situation get the best of me and inflamed what is already a serious and unfortunate situation. I regret my insensitive comment and realize that it is my job to lead by example.
When he was elected by margin of several dozen votes last year, he told East Haven Patch, "I'm going to work hard to give everyone a community that they can be proud of."
“Bullies with Badges”
The four East Haven Police officers arrested earlier this morning "allegedly formed a cancerous cadre that routinely deprived East Haven residents of their civil rights," according to Janice K. Fedarcyk, assistant director-in-charge of the New York Office of the FBI.
“The public should not need protection from those sworn to protect and serve. In simple terms, these defendants behaved like bullies with badges," Fedarcyk said.
More Than 30 Incidents
According to allegations contained in the 10-count indictment, from approximately 2007 through 2011, East Haven police officers Dennis Spaulding, David Cari, Jason Zullo and Sgt. John Miller "conspired to injure, oppress, threaten, and intimidate various members of the East Haven community in violation of their Constitutional rights."
The indictment alleges more than 30 overt acts by the four defendants and others in furtherance of the conspiracy. The acts include:
• A July 2007 incident during which Miller and another officer used unreasonable force against a victim in the vicinity of the Saltonstall Parkway;
• A November 2008 incident during which Spaulding used excessive force against an individual in the parking lot of a Latino-owned restaurant and bar. Spaulding then arrested the individual under false pretenses to cover-up the assault, and prepared a false report to justify the false arrest;
• A January 2009 incident in the same parking lot during which Spaulding and Zullo arrested three individuals under false pretenses and with Miller and Cari present. Zullo then used excessive force against two of the individuals in the EHPD station, and Spaulding prepared a false report to justify the arrests;
• A February 2009 incident during which Spaulding, Cari and other officers illegally searched a vehicle parked outside of a Latino-owned grocery store. Inside the store, Cari and Spaulding, under Miller’s supervision, then arrested a religious leader, who is also an advocate for Latinos, on false pretenses. At Miller’s direction, Cari, Spaulding, Zullo and others conducted an illegal search of the back room of the store in an effort to unlawfully seize the store’s video recording equipment. In the days following the arrest, Cari drafted various false versions of an arrest report to cover up the false arrest of the religious leader. In the months following the incident, Spaulding engaged in behavior intended to intimidate the religious leader and others.
• A January 2010 incident during which Miller used excessive force against an individual in the vicinity of Thompson Avenue, and then reprimanded a fellow officer who witnessed the assault and reported it to a supervisory sergeant;
• Intimidation and harassment of East Haven Police Commissioners who were attempting to investigate the arrest of the religious leader and certain alleged misconduct involving Miller;
• Intimidation of EHPD personnel, including threatening statements about an EHPD officer who was believed to be cooperating in an investigation of EHPD.
The Charges
Each of the four defendants is charged with one count of conspiracy against rights, which carries a maximum term of imprisonment of 10 years and a fine of up to $250,000.
Miller, Spaulding and Zullo are also charged with one count of use of unreasonable force by a law enforcement officer, which carries a maximum term of imprisonment of 10 years and a fine of up to $250,000.
Additionally, Spaulding is charged with two counts and Cari with one count of deprivation of rights for making arrests without probable cause. Each of these counts carries a maximum term of imprisonment of one year and a fine of up to $100,000.
Finally, Spaulding is charged with two counts and Cari with one count of obstruction of a federal investigation for preparing false reports to justify the false arrests. Each of these counts carries a maximum term of imprisonment of 20 years and a fine of up to $250,000.

This is a prime example of what is wrong in America. First of all - why all the ethnic communities? We're all suppose to be Americans first. If you want to live in a community where everyone shares your ethnic culture then please - go home to your native country and share away. Please, it was a stupid remark, yes. But he was trying to be funny and it fell flat. Who hasn't said something they wish they could take back. The bigger story here is what the police officers did. No one has commented on that, or did you not read that far? Or is it OK to do because the people were Hispanic? And to those of you who answer yes to that question, would it still be OK if it were your brother, your father, your neighbor, or YOU? I have never had a single problem with the law in my life, and yet I am afraid of the police. I have seen what they did in my neighborhood when I lived in the U.S. They were NOT there to serve and protect, but to harass and neglect. I called the police once when my apartment was being broken into and they NEVER came. The burglar was inside for 45 minutes and the police NEVER came. I was able to hide in a closet under some old clothes, but those were the scariest 45 minutes of my life.

But aside from that, could you please tell me where it is that Latinos and Mexicans (again, without the apostrophe) are taking over so I can move there? When I lived in the U.S. all I saw were hard-working people, going to work, coming home, taking care of their children and getting on with life, just like most people. *I* had to leave the U.S because I couldn't find a job, so apparently *I* was not in that group that was taking over, nor did I know any of them, surely ONE of them would have given me a job.

Have we forgot the abuse that many suffered and some continue to suffer?Many great grandfathers could not get work because of nationality. The comment and the actions of those that are supposed to up hold that law does nothing to bridge the gap between people. Instead we get a Mayor who wants to drive a wedge. Let me tell you FIRST HAND that Mayor Joe Maturo is a WONDERFUL GUY. He also has a great sense of humor and I'm sure he meant nothing harmful about what he said. He was probably joking around. I am so sick and tired of these thin skinned people CRYING about every little thing about race, culture, etc. They call the Town of East Haven a "guinea" town as it is highly populated with Italian people. Who cares? I am very secure and I don't care what people say. He didn't call anyone a "bad" name. Come on people, get a grip. Get a life instead of crying over every little thing said. How unfortunate that the media must take advantage of someones inability to articulate what they really mean. I am Hispanic and do not believe the comment made by the Major "possibly eat Tacos" was in no way a racist comment. It seems to me he wanted to show his interest in the Hispanic community. Most non-Hispanics have limited understanding of the diverse Hispanic communities throughout America, and this Major is no different. Hispanics from Central America are different from Hispanics living in the Caribbean, Caribbean Hispanics are different from South Americans and South American Hispanics are different from European Hispanics. The one bond which make us Latinos/Hispanic is the "Spanish" language, from that point onward, we differ in culture and heritage...

If you ask me, it wasn't even the comment he made, but the way he said it. He made a complete ass of himself on camera, and couldn't back up his comment with a reasonable argument to save his life. He just rambled, and stuttered, and got defensive when the reporter pointed out the simple facts. He looked like a neanderthal in that video, and I think that speaks more about him than whatever "racist" comments he may make.

April was no better then the current Mayor. Her record speaks for itself. Arrests, lies and hiring people within her circle like East Haven has not seen in years. Raises for her inner circle. April might have gotten us out of a financial hole but she was the one who got us there in the first place. The Mayor's comments were very wrong. However, his connection to the actual charges against these officers is very weak. The charges extend back to 2007 while this Mayor was only elected last year. Perhaps his very inappropriate remarks were more out of anger at being attacked than about his true feelings toward the Latino community. We all have said stupid things. Quit frankly I love "better use the word Latino" Latino foods such as tacos, spicy salsa, burritoes, legumes, rice, beef and chicken. What really is bad about the US right now is that a white individual is automatically considered prejudice while non-whites are free to comment in any manner they please about any subject. Black & Latino Caucuses, BET TV, Black Shopping Channels, Latino TV Channels while if one program existed that was dedicated to a white male it would be attacked on all sides and any company that supported such a program would find picket lines at every entrance.

The Aztecs were not the only group of Indians living in the region at the time, so he did not only steal it from them. The mixure of Europeans and Indians (not just Aztec) is called Mestizos not Latinos. Latinos (of Italian decent) did not conquer anything. I just read online of two more Hispanic-named people arrested for driving without a license -- happens every week in my suburban town -- no license because they are here illegally. It's not a matter of idealogies, and is quite logical: the abuse of power is never acceptable, and this example of police brutality (I mean really? Judging from the previous comments on here from the locals, he doesn't seem like a bad mayor or a bad person. But for those of you defending him think of this. Some of the people in his city were being targeted from the race and his joke just didn't belong there. You need to do some serious research. First of all illegal alien CAN NOT get food stamps. Don't believe me? Go to the government website that lists requirements for food stamps, one of the first things they ask for is proof of citizenship. Second, again, check you math, Hispanics make up roughly 20% of the military, with an increase every single year for the last 15 years, with a big surge after 9-11. Third, Cinco de Mayo is not really a big holiday in Mexico. Mexican Independence Day, the one we really celebrate in Mexico is on September 16th. Someone somewhere along the line decided to add a Mexican holiday to the calendar and didn't bother to even use Google to find out which one was the most important one. The only people *I* saw celebrating Cinco de Mayo were a few gringos who wanted an excuse to drink Corona and mis-guided politically correct teachers. Do you just make stuff up as you go along? If you were actually faced with facts (all the things I said above are easily proven) would you change your mind, or just keep on spreading hate and mis-information?

you need to see the entire interview. The reporter goaded him and kept pushing. The remark the mayor made was flippant and poor judgement but I think he just lost it because he was getting irritated at the reporter who was backing him into a corner. He doesn't speak for the whole town, I'm sure he mortified himself. Is it national news and worth causing a riot over? NOOOOOOOOO.......he apologized, now stop letting this reporter boost his career nationally by whipping everyone into a frenzy, and that's exactly what is happening here. It was a mistake, let it go.

Please...the question was racist to begin with: "what are you doing to support latinos?" Why does anyone have to help ANY definitive people??? His job as mayor is to help ALL the people, not just a segment. I, for one, am so sick and tired of this a$$ kissing PC society.... We need to wake up and wear our "big girl and big boy" pants and get over trying to appease these people. It's bad enough the 25 million+/- "latinos" have invaded us, you want us to kiss their rear-ends too?? We've bent over so far to appease these people that we're just about able to kiss our own a$$es goodbye!

I would have too. And, did you note when Maturo said he was having Taco for dinner, the reporter said I didn't ask what you were having for dinner. So Maturo continued on saying he was his community to be safe. What does the reporter ask AGAIN? What are you having for dinner. If I were Maturo, I would have said, "I thought we went through that and you didn't want to know?" LOL Reporter was a real idiot.

I saw at least 8 interviews of people in East Haven on TV. Can you believe 6 of the people interviewed needed translators. What does this tell you about these so called people who have been profiled by the EH police. It says "ILLEGAL" to me.

Okay the comment he made was inapproriate but I don't think is rises to the level of racist. Actually, it was politically incorrect but you have to hand it to the guy it was quick thinking. Wrong thinking, yes but quick. I'm much more concerned about the police officers who are acting like a bunch of gang members instead of police.

Mayor Joe should have stopped to think before he answered that question, but his frustration was clearly showing. He was wrong and he apologized. But what I myself find even more repugnant is that I have to press 1 for english. This is my country, and we speak english here. We are legal, hardworking, tax paying citizens. If you can't speak the language, learn. If you don't want to, leave. Become a citizen, get a job and pay your fair share or go back to where ever you came from. Joe just said what many don't have to nerve to.

Four cops get arrested. During an interview with the mayor after the arrest, said mayor makes a joke about the people (yes so called illegals are people too) who were victimized by the cops. Maybe that wasnt the best time or maybe these are the types of comments that made those cops believe they could treat certain (dare l say) people that way.

While the "officers" in question were totaly out of line, it underlines a more serious issue, the frustration of the american people dealing with the influx of illegal immigrants who feel the need to abuse our laws by coming here illegally. Regardless of the issues in their own respective countries they can not and should not expect hardworking LEGAL tax paying AMERICAN citizens to house feed and cloth them thru subsidized AMERICAN GOV programs. If any US citizen pulled this in another country they would be booted out asap and have been. Americans LEGAL Americans are frustrated, we owe these people nothing not a dime, not a service , nada zippo. While this may sound heartless, it is equally if not more so when we look at the plight of millions of LEGAL americans, INLCLUDING senior citizens, veterans, children, etc who are struggling daily. Enough, you want what we have here, go home and fight your battles in your own country there sure as hell are enough of you to make a difference.

Those of you saying that he was just harmlessly talking about his dinner plans are being disingenuous (look it up). Come on, who are you kidding? Best case? It was a horrible attempt at a joke at the worst possible time. Worst case? He's a racist.
Regarding the reporter's question, I can't see why you are all up in arms. He was asking the mayor of a town where a particular group has been abused by TOWN OFFICIALS how he will smooth things over with that group. You can't possibly be so stupid as to not understand that, can you?
And think about this, the mayor could have said ANYTHING. I'll form a committee, I'll meet with leaders, I need more time to look at the indictment...ANYTHING. But no, he thought it was an appropriate time to make a poorly worded joke - to the MEDIA.
I have no horse in this race - I'm not a fan of April or Joe. This town needs a real leader and if Joe wants to pretend to be one until the next election, he needs to get himself some new advisors and make drastic changes to the way business is done in this town. I hope he does because aside from all this crap, East Haven is a decent place to live with lots of decent people.

malloy should resign. we should all stop being so sensitive to jokes. the real joke is the the politicians and most of all our govenor. oh, he cant resign, he is in switzerland showing everyone in the world how to get their credit downgraded and tax and spend into oblivion. lets see, he has gone so far to "conferences" to boston, charlotte, las vegas, hollywood, honolulu and now switzerland. my guess is our shared sacrifices do not apply to king danny. it is time to start demanding he pay rent on the govenors mansion, afterall, it is the taxpayers, at least thats what they tell us. i think $2,000 a month is sufficient.

It is quite obvious you don't even KNOW this Mayor. Bet you've never even been to East Haven. Didn't view all the videos, and just talking out of your hat to put it nicely. East Haven is still one of the few surrounding towns of New Haven, that is somewhat safe. It's a nice town. And, let me tell you another thing if this incident had occurred 20 years ago, it would definitely not have turned out this way. You can rest assure of that. I honestly don't want bleeding hearts moving into East Haven. I don't mind Latinos or any other race or culture, if they are good people. But bleeding heart, liberals, who live in rich suburbs; I suggest to ANY Liberal, just move into an apartment for one year in the inner city and then tell my your views.
