Maturo: I Want to Give Residents 'A Community They Can Be Proud Of'

Although closeness of mayoral voting margin triggers automatic recount of election results, neither campaign feels it will significantly overturn current tallies.

Town of East Haven's Election Day Ballot for Nov. 8, 2011.

Maturo Wins By 31 Votes; Recount is Saturday (Updated 12:30am)

It was standing-room-only at Demir's Restaurant tonight on Main Street in downtown East Haven.

Family, friends and supporters of former mayor and now Mayor-Elect Joseph Maturo had gathered together at the East Haven hot spot to celebrate their candidate's victory tonight.

According to the official elections results, Maturo received 4,025 votes to current Mayor April Capone's 3,994 votes.

"I think the voters of East Haven are making an historic election today, by giving me the opportunity to be their CEO again after four years," Maturo told East Haven Patch, in between fielding congratulations, hugs and handshakes from supporters.

"I'm going to work hard to give everyone a community that they can be proud of," he said.

Maturo added that he is thankful for the second opportunity to serve as East Haven's mayor. And takes that charge very seriously and to heart.

"(As elected officials) it's our duty to serve each and every constituent. And that we serve them to the best of our ability," Maturo said. "And that's what I promise the people of East Haven."

Although the 31-vote victory margin has triggered a recount, Maturo said he is confident the numbers will, for the most part, stay the same.

"Those machines are iron clad," he said.

Capone — who said she won't concede until after this Saturday's recount — told East Haven Patch she was disappointed about today's elections results, but not deterred from future public service.

"I have enjoyed serving the people of East Haven," she said. "It really has been an honor and a priviledge."

"Leadership is not based on title," Capone said.

When asked if Saturday's recount is expected to change local voting tallies, both political camps said they felt most likely it would not.

Joe Popolizio: 'I Just Tell Them I Voted' (Updated at 6:30 p.m.)

East Haven voter Joe Popolizio wouldn't let me take his picture — but he was happy to talk about his extensive record as a voter.

Popolizio, 90, is a resident of Woodview Retirement Community along North High Street.

The complex has its own polling location today, District 5S, to provide as much opportunity as possible for its residents to vote.

Popolizio proudly wore his "I Voted Today" sticker on his buttoned-down striped shirt today, as he talked the importance of voting.

"I have been voting since I was 16," the World War II veteran told me with a smile.

When asked if he was a Republican or Democrat — or an independent — Popolizio said he doesn't vote and tell.

"I don't tell anybody what I am, I just tell them I voted," he explained.

And Popolizio was not the only Woodview resident to cast their ballot on Election Day.

District 5S Moderator Ann Marie Carlson said the polls there were very busy today.

"Voter turnout has definitely been higher," Carlson said. "It's more than ususal here... everybody really wants to get involved."

As I was leaving, I saw Popolizio sitting in the lobby.

I called to him again: "Hey Joe, are sure I can't take your picture for a story?"

"No," he shook his head with a laugh. "I dont think so."

He did leave me with one final nugget of information to share with East Haven Patch readers: He had shot several rounds of golf prior to voting this morning.

Not bad for 90. Way to go, Joe!

Voter Turnout Currently Stands at 33 Percent (Update at 4:45pm)

East Haven Registrar of Voters Donna Norman just told East Haven Patch that as of the 4 p.m. tally reported to the Registrars' Office by all of the town's five voting districts: 5,156 voters have cast their ballots at the polls today.

And that's 33 percent of the town's 15,469 registered voters.

Norman said that that current number is down slightly from this time in 2009, when by 4 p.m. 34.8 percent of East Haven's registered voters had already cast their ballots.

"So it's a bit lower," she said.

"Which is a bit surpsing considering the weather," Norman added.

When asked if there had been any serious glitches or issues at the polls during the day, the registrar said things have run smoothly so far.

"We haven't had any major problems," Norman said.

But she was quick to note that the next three hours will be a busy one at East Haven's polls, as voters go to the polls after work.

"But so far, it's been good," she said.

 

District 1 Voting Levels Holding 'Steady' (Updated at 2:30pm)

Although candidates and campaign supporters on both sides of the political fence said they felt voter turnout today at Tuttle School was higher then normal, election officials there said they are, so far, actually slightly disappointed in the number of voters who have already cast ballots.

"We are at less than half at this point," District 1 Moderator Amy Milano told East Haven Patch this afternoon.

"I would have anticipated that we should have higher numbers," Milano said. "But it is early in the day yet."

Milano said while the district's voting totals are not quite as high as election officials thought they might at this point in the day, they numbers are not necessarily low for the district either.

"It's been steady all day," she said, adding that while the lines have not extended too far out from the school's gymnasium — where the polling site is located — there has generally has been a wait to vote.

"It's not an excessive line, but there's always a few people (waiting)," she said. "And I consider that steady."

So Far, So 'Good' for Capone and Maturo (Update 12:30pm)

Both current mayor and Democratic mayoral candidate April Capone, and former mayor and Republican candidate Joseph Maturo Jr, say things have been running smoothly so far for their campaigns.

Capone, who was out early in the morning greeting voters at Deer Run School, said her sense has been that voter turnout has been "good."

"Things have been very good... and I've been getting a lot of positive feedback," Capone told East Haven Patch in between shaking voters hands before and after the polls.

Maturo said that his campaign has also been receiving a lot of positive support from voters as well.

"It's been going very good so far," Maturo told East Haven Patch, as he paused briefly from speaking with voters outside of Deer Run School.

"I have a good feeling," he said.

East Haven Patch has not yet had a chance to speak with independent, write-in mayoral candidate Oni Sioson during our polling travels today.

Voters Line Up to Cast Ballots at Deer Run School (Update 10am)

Assistant Registrar of Voters Connie Woznick told East Haven Patch that voter turnout at Deer Run School, which is the polling location for District 3 and 5, has been busy since the site opened its doors this morning.

"It has not stopped since 6 a.m.," Woznick said as voters lined up outside the school's gymnasium to cast their ballots.

Linda Napolitano, the moderator in charge of District 5 voting, agreed.

"District 3 and 5 has been very steady," Napolitano said.

And although there were a few kinks first thing in the morning, both Woznick and Napolitano said operationally things are running "pretty smoothly."

"We put systems in place to keep things flowing well," she said.

Woznick added that a short time after the polls opened, they decided to put up a sign to help direct voters to the correct check in table for their district.

Poll workers are also providing verbal directions to voters to ensure they line up at the correct tables prior to voting.

"We really try to go out of the way to make it easy for the voter," Woznick said. "The easier it is for them, the more likely they will come back and vote again next time."

When asked if the volume of voters was doing well due to having two voting districts located at the same site, both women said that certainly is playing a part.

But they both agreed that turnout, in general, for the two districts has so far been very good.

"Voters were lined up outside as early as 5:30 a.m," Napolitano said.

"Usually it starts to slow down at about 9 a.m.," Woznick said. "But not today."

Students may be getting the day off but it is going to be a busy day for adults: It's Election Day in East Haven.

Democratic Mayor April Capone is seeking re-election to her third term to the town's highest elected position. Former five-term Mayor Joseph Maturo Jr, however, is hoping to unseat Capone and return to office as the Republican challenger. While independent, write-in candidate Oni Sioson is also vying for your votes to serve as East Haven's new mayor.

But the top of the ticket is just one of many elected positions that East Haven  residents will vote for today. There are also contests for Town Council, Board of Education, Board of Finance and Town Clerk.

In addition, residents will also be voting on a referendum on what the town should do with the old East Haven High School at 200 Tyler Street. Voters will have three options to chose from: a Community Purpose, Educationl Purpose or Condominium Use.

Each of the city's five voting districts — District 1, 1S, 2, 3, 4, 5 and 5S — will cast their votes today. Each of the districts will have a different ballot on which residents will cast their votes.

On a side note, I want to thank Julie and the Patch for allowing us the use of this forum to express our views, even though at times it got out of hand. For some of the Patch users it was taken a little too far, but otherwise the different views on such a wide range of topics were allowed to be expressed and for that I want to express my thanks. No matter what the outcome, I am sure those given the responsibility for the future of this town will be closely watched by both sides of the political arena, and hopefully will result in a better East Haven. I know I will.

Richard & Robin: Thank you both for your kind words. I really do appreciate that. I also would like to thank both of you — and all the other contributors in our online community here — with their interest and participation in the countless discussions that have taken place on the site over the last few weeks regarding today's election. It's been great! I was speaking to one of the candidates earlier this morning about how passionate and involved East Haven residents are with their community. And how that is a very good thing. In some towns, local voters are rather disinterested in not just voting but who sits on their local boards and commissions. The residents and voters of East Haven — on all sides of the issues — are passionate and involved with their local political process and town government, and while that can sometimes boil over a bit in the comments, I think that that concern and interest is a good thing for the town overall. And a good example of that interest and involvement is, I think, what appears to be, at least on the outset, a strong and steady voter turnout so far today… OK, back to work — thanks again and thank you for being a part of Patch!

Screaming threatening and swearing (what a lady) or how about after Hurricane Irene screaming and swearing at the reporter little did she know the camera was still on (what a lady)
She is an embarrassment to this town. She has been seen texting and talking on the cell phone while driving what an example she sets for our youth!! She needs to go VOTE FOR JOE!!!!! Its time for a change

It's the same old story with you, Gallo is the Devil. The problems at the PD and the atmosphere that led to any investigation existed long before Gallo. As a matter of fact it started around the time of your tenure with the PD. That atmosphere and the legacy it left for us, has all but ruined this town. You're just crying because you and some of your cohorts got the your comeuppance from Gallo. TOO BAD.

I found it to be common in this town to be so totally divest of credible knowedge of the important issues that the loud minority stoops to personal attacks and mud slinging. Wouldn't it be better if more energy was used on researching issues and finding the facts? Democracy depends on an "informed electorate" to function at its best. I don't see a lot of informed comments in here. Sounds more like a grammar school playground.

Hey Luigi: Sorry if you felt my comment was "snide." It wasn't meant to be. I've lived in several towns in CT and was merely making an observation. Not only have I seen real leadership in East Haven, but I've seen the Mayor go above and beyond the call on numerous occasions. I come from a time when civics was still taught in high school. Unfortunately, it no longer is and the result is obvious. Most people don't have a clue as to how government operates on a day to day basis. They simply follow the loudest noise or shiniest object. Its pathetic. I've had conversations with women who are so in the dark, they will only vote the way their husband tells them to. I've had converstions with people who are apprehensive about putting an "April" sign on their lawn in fear of retaliation from police. (The republican strategy of pitting the police against the mayor worked on those who didn't know any better.) If "fancy phrasing" intimidates you, I'll be sure to keep my future posts at a 6th grade level.

Lookin at these here numbers, Finxle would have been the next Mayor if Ole Joe
hadnt pushed him out. What happened to Ole Joe's predicted landslide? Guess that poll of his was a big phoney just to get Finxle to back off. Gotta give Ole Joe credit. He really pulled a fast one this time. Only 30 votes. Not sure the message Joe's says. I think the message is people not that confident in anyone anymore. Sure hope he keeps his word and rolls back taxes. Waitin to see what happens now.

Once Again here in East Haven we proved the BULL(--itter) is mightier than the APE(ril). The problem here is that it is hard to tell who the Bull is and who's the Ape. The real travesty here is that a small percentage of voters who turned out to the poles will determine the fate of one of East Havens historic landmark buildings. What a shame. The committees that put in tireless hours to devise three different visions for the parcel were never presented, just generic thoughts that can be interpretted and represented in many different plans. What a joke.

What happens next?. Lets see. April takes a job offer in DC with Rosa or Dickie, Ralph goes back to pouring concrete, Hongo goes back to AT &T, we get a director of PW that holds requirements as per the charter, we hopefully get a TE that isn't afraid of his shadow, and attorny's that don't present a look as I am better then all of you, and will make rulings based on proper interpretations rather than based on politics.

Besides establishing a staff of trusted people to help guide him, the mayor by charter has numerous boards & commission spots that need to be filled upon current expiration, being usually the 1st of February. Now, he can keep those currently seated or replace them, but by charter can not exceed a set amount from each party. In a quick review of the towns B & C, the following can be replaced. Here are a few:
1 on Board of Assessment & Appeals
All on Building & Appeals
1 on Civil Service Comm.
1 on Community Services
2 on Econ. Develop.
1 on Board of Ethics
2 of Fire Commission
2 on Inland Wetlands
3 on P & Z ( not Gene Ruocco )
2 on Police Commission (yes Brow & Krebs)
Hopefully those chosen will serve by the rules & regulations of that B or C, and keep politics out of any actions they take.

Lance, I don't really get where you blame Gallo for the west side. The promotion was more about getting him off the streets, no? Look, our East Haven way of life changed drastically with the wave of publicity in the aftermath of Floodquest. Greedy landlords decided the fate of the west side, in part because of that publicity. Please explain how Gallo caused that?

It isn't about landlords its about whether criminals are willing to move in. Before Gallo they weren't willing to come because they read the papers or heard on the streets the EHPD was no joke. But Gallo was so busy bullying and screwing cops to take care of "his" cops for political reasons that many of the good cops left. And here we are after ten years of lenny gallo and you have bars packed with illegal immigrants on the weekends and a criminal federal grand jury investigation of the EHPD. There were illegals all over New Haven 10 years ago but they WEREN'T in East Haven until Gallo came along. Coincidence? I don't think so. Its too bad Gallo drove out many good cops that could have coached the well intentioned newer cops on how to do things in a manner that wouldn't subject them to liability. Some of these kids could have been superstars but instead they are under the gun in a big way, and they have Gallo to thank for that. Others do as little as possible and get the paycheck, and I can't blame them. Len Gallo was a cancer to the department and the town "Luigi". And that may become more evident in the very near future.

Lance I REALLY believe you are off base with this assessment. The media parade in the late 90's and the microscope under which we were placed, along with landlords looking to fill vacant multi family houses around that transient housing apartment complex, created the start of all the trouble we see today. I don't think those illegal aliens who also happen to be criminals, read the paper or care about how tough our PD is or was. Most of these foreign elements come from countries where the PD is either on the take, and would kill you or NOT on the take and would kill you!... Also your theory as you lay it out would more exonerate Gallo than condemn him, if he was "stopping" the PD from arresting the illegal criminals, then why would he be the focus of this Federal investigation? I really think the whole issue is MUCH more complex than putting it all on one person. Personally if I was to "blame" one person, it wouldn't be Gallo! But, as you say, we shall see as the investigation by the Feds is finally made public.

Wow it's nice to see such a stanch Dem like SilenceDoGood has weaseled his way into the inner circle of the Maturo Administration. With all this inside intell we can gain from this perspective, we'll be able to stop any plans this administration has.

Never quiet in this burg. Mr. Dan is on the warpath. The splash pad parents are on the warpath. I dont think this here election results is gonna unite the town. Just divide it more. Well, gives the press more to write about I suppose. Would like to see people end the "get even" wars but I know that is a pipe dream. Everybody in this town have an ax to grind on either side. Wish somebody would through up a white flag and take a political truce for a year. It would be nice for a change.

Dan, you say the "hearing" will be at the town hall, and most likely held in that small Giamo Room. Is this correct? I say this for the Board of Finance meets in that room every third wednesday of the month and tomorrow is the 3rd wednesday. If it will be in that room, it was picked for a reason, to keep the citizens from attending the hearing, thus will have to watch from hallway just like the Gallo hearing. And where will the BofF go? According to schedule of boards & commissions, there is no meeting at the senior center on the 3rd wednesday. Gee, why not have it there?
