Federal Civil Rights Commission Hears Testimony on East Haven Police Profiling Allegations
U.S. Commission on Civil Rights State Advisory Committee heard testimony from East Haven and Danbury advocates regarding incidents of alleged police profiling in both Connecticut towns.
On Tuesday, the U.S. Commission on Civil Rights State Advisory Committee heard testimony from East Haven and Danbury advocates regarding incidents of alleged anti-Hispanic police profiling that has led to lawsuits in both Connecticut towns, according to the McClatchy-Tribune International Services report.
In addition to the civil lawsuit, the East Haven Police Department is also the subject of a federal grand jury investigation and a U.S. Department of Justice inquiry into allegations of racial profiling and police brutality against Hispanic residents.
This is the second hearing held by the federal civil rights commission in its probe into police profiling in Connecticut. The commission is also seeking ways to "make policing generally more effective, particularly as the demographics of the state continue to change."
According to the news report, Sister Mary Alice Burns — an attorney and executive director of Apostles Immigrant Services in New Haven — testified before the committee, saying, over the past few years, dozens of Latino immigrants have reported being harassed by East Haven police.
Burns reportedly also expressed her concern of the reinstatement of East Haven Police Chief Leonard Gallo last week by Mayor Joseph Maturo.
Prior to his reinstatement last week, Gallo had been on on paid administrative leave since April 2010. Gallo was placed on administrative leave by prior Mayor April Capone following the receipt of a preliminary report from the U.S. Department of Justice.
"It seems to me it is business as usual in East Haven," Burns is quoted as telling the commission regarding Gallo's return.
According to the report, when asked to respond to Burns' testimony Maturo declined to make a comment.
Angel Fernandez Chavero, who leads the pastoral council at Saint Rose of Lima Church in New Haven, also testified before the commission, discussing demographic changes in East Haven.
And officials from the American Civil Liberties Union of Connecticut also spoke before the federal board.

OK, this Commission heard testimony from groups reporting allegations of profiling of hispanics. I just hope that this commission takes testimony from those who will say othewise. Or this is going to be nothing more than a kangaroo court and have already made up it's mind. There are two sides to each story. Don't get caught up in the political correctness of such complaints. Don't forget, these groups appearing have their own political agenda to push forward.

I find it disturbing that "innocent until prove guilty" doesn't apply to policy officers (and never has).

Nice article. I love it when things are explained so well. I believe it's time to stop denying and realize we need to make more strides toward inclusion. Unfortunately, the way systems seem to work is you have to prove there is a problem before you can begin the fix. I'm optimistic the fix could make the town a better place in the long run. I'm sure the good officers in town want to do the right thing and do a good job, they might need better tools (and leadership) in order to make that happen. Perhaps the result will be good for everyone who lives and works in East Haven.

Why are these hearings not open to the public? Either there were civil rights violations or not. And if there were and this COMMISSION by draging this out for so long is permitting it to continue, then lets form a commission to check the commission and on and on and on.

Hispanic or Illegal Immigrants? These are illegal immigrate activist, period. From the New haven register: "Burns said immigrants in East Haven, have been pulled over for traffic stops and told they were not welcome in town, and for awhile Immigration and Custom Enforcement officials were deporting them based on the traffic violations."

These people care less about Hispanics. They interchange Hispanic and illegal immigrants. Ask an EH cop about how over 50 illegal immigrants have been turned over to I.C.E., more then any other town or city in Connecticut. Do you now see why this group is attacking our police. Also Danbury police certified 2 officers as Immigration officers, through a federal program, do you see why these groups attacked and sued Danbury?? Open your mind and you will see "racial profiling is a term used by this group to discredit cops and intimidate them into not arresting illegal immigrants driving with South Carolina license plates.

I hope something comes of this meeting. It's not just "illegal" spanish people being singled out its any person who's other then just caucasian. No one forget Maleke jones. As citizens of east haven we need to feel safe with the men and women who police our town. Time to get the bad eggs out and really get a good name for east haven. I just hope it's not to late
